Bills yet to be cleared under APCMUHIS, Govt constitute inquiry committee

ITANAGAR, Jan 21: The Aditya Diagnostics and Hospital, Dibrugarh has said that Dedicated Health Services, a third party insurance company engaged by the New India Assurance Company Limited is yet to clear the bills incurred by the patients hailing from Arunachal under Arunachal Pradesh Chief Minister’s Universal Health Insurance Scheme (APCMUHIS).
Only Rs 15 Lacs have been cleared of the pending Rs 60 Lacs, according to Aditya Hospital sources.
The hospital authorities in a telephonic interview to this daily said that New India Assurance Company Limited wrote to them on Jan 20 with an assurance to clear the pending bill at the earliest.
The Directorate of Health Services, Arunachal Pradesh in a press release claimed that the insurance company has already resolved the issue.
However, the State Government has constituted an inquiry headed by Ruchika Katiyal, IAS, Additional Deputy Commissioner, Pasighat to enquire into the issue and submit a report within one week for necessary action to be taken by the Government.
The Chief Regional Manager of the New India Assurance Company Limited, however, in the press statement yesterday has said that payments of claims are made by it and that empanelled hospitals are honouring the cards issued to the beneficiaries. The hospital disagrees with the claim.
When enquired if the health care facilities were suspended for want of payment, the Aditya hospital, however maintains that facilities were not denied to any patients hailing from Arunachal. But, some patients say that the treatment was done only on payment of cash.

“Three committees, namely, Cabinet Committee, a Committee of Secretaries and a Committee of Experts are being constituted to identify challenges, set targets and work out a detailed development strategy for the vision document. These committees will prepare a draft vision document within six months after consultations, field visits and also incorporating public opinion at the village, block, district and state level. The committees will also propose a comprehensive institutional mechanism to achieve the targets assigned in the vision document,” the Chief Minister added.
The Chief Minister further informed the gathering that the present government under his leadership has made a paradigm shift in its strategy to promote tourism, education, health, hydropower, agriculture, horticulture, employment generation, sports and games etc.
Stating that DMO Dr. D Bagra was the best in the state who implemented “Chief Minister Universal Health Insurance Scheme”, he advised the people to avail optimum benefits out of the schemes. For Ruksin area in particular, Tuki urged the people to donate lands to set up solar powerhouse so that Niglok Industrial Growth Center could be converted into productive and revenue generating and also fully functional to provide jobs to unemployed youths.
While responding to the memorandum submitted by ZPM Toggeng Panyang, he assured to sanction 30 crores for renovation of MMR Road in addition to 2 crores for shortcut link road via Lingka village. The Chief Minister while instructing the administration to make a master plan of the Ruksin township area and make it a model ADC Headquarter has assured to provide 5 crores for construction of multistoried mini secretariat building and 80 Lakhs for teachers’ quarters in next financial year. He called upon the people to cooperate with the government in all developmental works and also avail the benefit being provided by government under various schemes.

ITANAGAR, Jan 21: The All Arunachal Pradesh Border Students Union (AAPBSU) has declared 12 hours capital bandh on January 29 next to protest against state government’s alleged failure to address their demands. In a press conference held today at press club, AAPBSU President Atung Tana claimed that the state government has failed to create 3rd batch of Arunachal Armed Police Battalion (AAPBN) with strength of 977 personnel (one battalion) which the association has been demanding for years.

The Union also claimed that although the High Way authority and the power developers are ready to bear the cost involved in creation of one battalion AAPBN, the government is reluctant to do so with no reasons. It also stated that the government is playing with the sentiment of the people living along border areas, as there is insufficient police force to guard the porous border. Creation of police force will not only provide security to the border areas and the centrally sponsored mega development projects in the state but also reduce unemployment problem to some extent, the union added. It further threatened to intensify its agitation if the government fails to address its demands.

Daporijo, Jan 21: A Sensitization Programme on Arunachal Pradesh Urban & Country Planning Act, 2007 (Act No. 3 of 2008), Constitution of Daporijo Planning Authority and Preparation of Interim Development Plan of Daporijo 2025 was held under the Chairmanship of Deputy Commissioner cum Chairman (Daporijo Planning Authority) Komkar Dulom, in the presence of PRI members, Head Gaon Burahs and Gaon Burahs of nearby villages and Daporijo Planning Authority members at the Rijo conference Hall on 21st January.
The Deputy Commissioner informed that planned growth and development of any township in the state was the need of the hour.
Likha Suraj, Town Planner, Department of Town Planning & ULB's, Itanagar along with his team, gave a power point presentation on the Arunachal Pradesh Urban & Country Planning Act 2007 and extension of the said act to Daporijo town. He informed that the state government had constituted the Daporijo Planning Authority under provisions of the Act and it was immediately required to prepare the Development Plan of the town for having a regulated growth.
He also observed that Daporijo was developing and growing at a fast rate and it was likely that if the same trend existed, it may extend to nearby villages like Megdong, Liruk, Ligu, Niji, Nima, Dulom, Jerang, Lida, Dugi and Belo. Therefore the government of Arunachal Pradesh has been contemplating to have Interim development plan of Daporijo under the said Act. Thus, it was necessary to have mass awareness and sensitization programmes in the area. He explained to the house that the development and growth of any place is a natural phenomenon and so it needs to be regulated in a timely manner.
Further, the house present took part in the discussion where Gaon Burahs, PRI members and citizens of the area spoke and put forward their apprehension about the haphazard growth of present town area and its impact on the surrounding villages if the Act is extended in their area. The Deputy Commissioner and Town Planner clarified the programmes and policies of the government and reported that it was in the interest of the public and asked for the cooperation of the public and further informed that such kind of public consultation shall be conducted to bring consensus of all the public. Intensive training prog for Govt and PRI functionaries held
ITANAGAR, Jan 21: The 1st phase of two days block and village level cluster basis intensive training programme for frontline Govt functionaries and PRI members on poverty reduction was conducted at Yazali Community Hall in Lower Subansiri district on January 19 and 20. The training programme was organized by the Administrative Training Institute (ATI) Naharlagun and sponsored by Department of Personnel and Training, Govt of India.
Addressing the inaugural function, Yazali Anchal Samity chairperson Nabam Piju called upon the participants to take full advantage of the training proramme. She also explained the importance and benefit of such training programme.

Chukhu Eruing (Group leader Community Mithun rearing Centre, Pingte and Lekiang village) highlighted their efforts taken for securing their Mithuns in the localized area by barricading with locally available materials. He informed that the said centre requires fencing maintenance annually and requested for the necessary supports from the govt.
To this query, Dr. T. Heli informed that Government of Arunachal Pradesh (GoAP) has already launched Arunachal Community Mithun & Yak Conservation (ACMYC) Mission and such need Based proposals shall be taken up by the said Mission provided fund supports from the govt.
Earlier, Tadang Meena (SMS, Agronomy) exhorted the participants on commercial production of Maize in the area and inculcated them that surplus maize could be supplied to Department Animal Husbandry for animal feed ingredients and earn some amount. She further demonstrated handling of ‘Maize Sheller’ and described it to be a women friendly tool.
Other team members who enthused the participants on varied topics included V. Safi (SMS Fisheiries), Hemanta (SMS Horti), Nane Tage (SMS Home Science) of KVK Papum Pare. The training programme winded up with distribution of women friendly maize Sheller to the entire participant by Dr. Taba Heli with assurance of more numbers of such capacity building programme for the benefit of farming communities of the area in near future.

Recruit locals for better coordination
The Border Road Organization (BRO) is planning to recruit engineers from Arunachal Pradesh for the projects being undertaken in the state. BRO plans to recruit 1000 engineers through campus selection process where specific preference would be given to local Arunachal youths or unemployed engineers who have already completed their degree. Director General of Border Roads Organization Lt. General Rakesh Mohan Mittal shared this good news when he called on Chief Minister Nabam Tuki yesterday at his official bungalow.
For the state like Arunachal where rate of unemployment is quite high, this announcement
by DG BRO will sure boost the morale of unemployed engineers. BRO has been in operation
in the state since last many decades. Despite constructing major portion of roads,
they have not been able to fully win the hearts of local populace. Many believe that
it is due to the negligible employment opportunities provided by BRO to the local
indigenous people. Hopefully DG BRO will stick to his words and recruitment process

Is it a crime to be an SSA teacher?
Dear Editor,
Through your esteemed daily, I would like to share the pain of the contractual employees, though such articles are not rare in your esteemed daily. This will be continued until or unless, the government takes amicable solution to erase the problems. In our state, maximum numbers of people are employed in contractual service, especially in education and health department. Both the departments are considered as the backbone of the state and nation as a whole. This is the reality, but who cares? These days’ maximum people salute those who have money, power and properties but not the nation builders. We got professional course to be in service. But sometimes, people ask us, “Are you asli or nakli teacher”? Actually I don’t know who invented these two words. And who will erase these two words?
We are doing our job with dedication and sincerity, but no one cares about our hard work. Except our students. Though people discourage us but we regain strength from our student’s smile and their love. We decided to sacrifices our lives for the betterment of our students and society as whole, but we can’t satisfy our family’s daily requirement with our salary. But nobody cares for our pain.
Some of the SSA teachers have left their job even thought they are professionally trained in education. They left their service due to constant embarrassment meted out to them and have joined other jobs. And some teachers have even joined Student Unions rather than continuing with their teaching jobs.
If this trend is continued, one day state will remain thirsty for teachers. Do you know salary issue of SSA teachers are more famous than our Prime Minister, Narendra Modi? The Modi wave started in the last two or three years but our salary issue is famous since 2003. Also every child in the colony and the villagers know when SSA teachers get their salaries. Many of SSA teachers have expired or passed away without enjoying the taste of regular service. And they left their families without any bank balance and properties to survive. But who care for the pain and struggles that the families go through? Some teachers are left with four or five more years in contractual service before they retire from their job. We serve the society as every teacher does. But due to salary differences and irregular monthly salary, bank does not give us loan. We also dream of owning four wheelers and a small house, but who care about the feeling of SSA teachers?
I ask the government if it is wrong to be SSA teacher. Is it our mistake that we took up professional course in education? Is it our problem that we decided to remain in education department to serve the society”? “Is it wrong for our family to dream about comfortable life.

APTET results
Dear Editor,
Through your esteemed column, I would like to request the Director of Elementary Education govt of Arunachal to please introduce supplementary result system in Arunachal Pradesh Teacher Eligibility Test (APTET).
I have observed that many APST candidates have been disqualified in APTET this time
because of only one mark. They obtained 81 marks (54%) which is just 1 mark below
the qualifying marks in APTET 2014-
It is my special request to the concern authority to introduce supplementary result system this time for those candidates who have obtained 81 marks.
There are possibilities of wrong marking in OMR answer sheet.
Kindly introduce the new system in your department to remove the height of depression in the mind of unemployed youth. One mark should not make so much of difference.
